Curious why insurance has become so difficult? This was a great study commissioned by Oregon State to better understand the changes that were happening in the health insurance industry. Federal policy changes between 2016-2019 were destabilizing the insurance market for consumers, insurers, and State agencies. This report takes you through the history of what happened and why those policy changes were part of the reason for the migration to high insurance premiums and all plans being catastrophic plans with high deductibles.
